Launch of Landscape Study: Primary School Education for NCS with SEN in HK

The Zubin Foundation had conducted an in-depth research project on the education gap in the current education system for non-Chinese speaking children with special education needs (NCS SEN) and their parents. They are now launching the study with a comprehensive report that seeks to understand the breadth of issues faced by families with NCS SEN children and gaps in the current provision of education.
The study had involved parents, kindergartens, primary schools (government, subsidised and international), special schools, local charities and NGO’s working with the NCS and/or SEN communities, and legislators.

Dr. Else Hamayan, Ph.D., Psychologist, Language Education Consultant, Internationally and former director of the Illinois Resource Center in Arlington Heights. She advises teachers and administrators nationally and internationally on issues of second language learning, special education, culture learning, biliteracy, and dual language instruction. She is co-author of Dual Language Instruction: A Handbook for Enriched Education (with Nancy Cloud and Fred Genesee), Limiting Bias in the Assessment of Bilingual Students (with Jack Damico), and co-editor of English Language Learners at School: A Guide for Administrators (with Rebecca Freeman Field).
Maya Kalyanpur, Ph.D. Professor, School of Leadership and Education Sciences, University of San Diego. Dr. Kalyanpur started her career as a teacher of children with intellectual disabilities in India in 1981. She received her Ph.D. in special education from Syracuse University, New York, and taught at Towson University, Maryland, for 14 years, retiring as a professor.
Dr. Kalyanpur has authored books and numerous articles on special education policy and families from culturally diverse backgrounds in the U.S. and India. Since 2006, she has been a consultant in Cambodia on projects relating to inclusive education. She has been the Inclusive Education Advisor to Cambodia’s Ministry of Education under the Global Partnership for Education fund between 2009 to 2012.
